It happened to me many times that I was stopped on my night walk in Ostrava by (polish) people and asked where they can change money or withdraw. Answers about ATMs are easy since they are open 24/7 and except Euronet cash machines on Stodolní are all of them without any fee traps, just to put ATM to Google Maps or to Mapy.cz.
How about cash change? There isn't anything open during night and weekends except one place, which is international cash desk of Czech railways on Main train station Ostrava hl.n.. You can easily go there with tram 2, 8, 18 from Stodolní tram stop or reach it with car by following tram rails.
As I checked they offers good money exchange rate as same as during day. Place is open whole night except few small breaks:
Monday-Sunday
- 06:15 - 11:05
- 11:35 - 17:15
- 18:00 - 23:00
- 23:15 - 01:00
- 01:15 - 04:50
